Threat Assessment Executives LLC has developed a common-sense approach to school safety and security after nearly eight decades of law enforcement, school safety and corporate threat assessment experience.
Threat Assessment Executives LLC recognizes that educational institutions continue to be challenged with the ever evolving and unique set of threats and hazards impacting the educational environment.
According to the United States Secret Service and Department of Education, “The vast majority of the nation’s students will complete their schooling without ever being touched by peer violence. Nevertheless, recent school attacks carried out by students have shaken the image of schools as reliably safe and secure environments in which the qualifications of teachers and the
efficacy of the educational curricula are the most pressing concerns of educators and parents. Televised images of frightened and injured students fleeing school grounds have imprinted themselves on the American consciousness.”
However, highly publicized school shootings have created uncertainty about the safety and security of this country’s schools and generated fear that an attack might occur in any school, in any community at any time. Increased national attention to the problem of school violence has prompted educators, law enforcement officials, mental health professionals, and parents to press for answers to two questions: “Could we have known that these attacks were being planned?” and, if so, “What could we have done to prevent these attacks from occurring?” Threat Assessment Executives LLC is here to assist your school district in answering those questions and any others you or school officials may have.
Patrick O’Meara spent twenty-one years in public sector law enforcement working his way up from patrol officer to Chief of Police. After his twenty-one years in law enforcement, Pat retired and took his education, knowledge and work place philosophy to the private sector.
Pat began his Corporate Security career with SBC Communications, now AT&T, as an Area Manager with SBC/AT&T’s Corporate Security group in Chicago. In this position Pat was responsible for conducting extensive Threat Assessments for SBC/AT&T owned properties in the Midwest. Some of these properties were small retail wireless stores, large network interface locations and large office complexes in Chicago and Hoffman Estates, IL.
After leaving SBC/AT&T, Pat joined Bank of America’s Corporate Security team as a Senior Vice President with management responsibility for eleven midwestern states. Pat was responsible for managing all physical security protocols and threat/risk assessments for over 400 financial centers, 6 large Administrative Buildings, 20 Data Centers and numerous ATM locations. Pat was also responsible for the overall threat assessment, analysis and planning for the 2012 NATO Summit in Chicago and thirteen Bank of America Chicago Marathons.
Pat earned his Bachelor and Master’s degrees in Criminal Justice Management from Loyola University and Lewis University, respectively. Additionally, Pat has fifteen years’ experience on the academic staff of Benedictine University as an Adjunct Professor in their Criminal Justice Department. Pat brings to Threat Assessment Executives LLC extensive practical experience conducting and managing the threat assessment process for both large/small corporate and retail locations.
Patrick H. Siemsen served in the United States Army/Illinois Army National Guard after graduating from High School. Patrick’s law enforcement career has spanned over thirty-years. Patrick had the opportunity to serve in various roles and assignments and is a current Chief of Police. Patrick served as the Director of Safety and Security for a large, unified school district for several years. During this time, he was responsible for researching, developing and implementing all safety and security policies and procedures. Patrick implemented one of the first school dedicated therapy dog programs in the state of Illinois.
Patrick earned Associate, Bachelor, and Master’s degrees in criminal justice. He is a certified SRO officer and holds numerous other law enforcement, school safety, security and crisis certifications. Patrick is currently an Adjunct Professor of Criminal Justice at several local colleges and universities. Patrick holds numerous certifications related to safety, security and threat assessment.
Patrick has been employed, consulted, and contributed on numerous projects involving school safety, threat assessment, policy development and training. Patrick brings to Threat Assessment Executives LLC advanced knowledge and experience in both public sector law enforcement and school safety and security.
David D. Hall is a career educational professional and has spent over twenty-seven years in the education field. David has served in various assignments as an educator including, parochial, alternative, special education, general education, therapy dog coordinator, and most recently administration. David has served as an Administrative Dean and Division Leader of students for the past fourteen years. Additionally, Mr. Hall served in the role of Educational Liaison for Safety and Security for a large, unified school district for several years. During this time, he was responsible for researching, developing, and implementing all safety and security policies and procedures. This includes the development of the threat assessment program and conducting and managing the threat assessment process on a daily basis.
David earned a Bachelor’s degree in Secondary Education Social Sciences and a Master’s degree in School Administration. David holds a type #75 certification along with numerous school safety and crisis certifications including ALICE, Crises Prevention Intervention (CPI), and training in threat assessments. He is also a member of the Northern Illinois School Safety Administrators NISSA.
David has been involved in and managed numerous school safety situations, including threat assessment and violent critical incidents. He also has played a significant role in numerous projects involving school safety, threat assessment, policy development, and training. David has successfully developed a positive partnership with first responders and trained them on school protocols for safety and security.
Emma Brown comes to Threat Assessment Executives as a Junior at Loyola University Chicago where she is majoring in Psychology with minors in Political Science and Spanish. Emma brings to Threat Assessment Executives a fresh perspective on school safety and security as she adds her real-life experiences pertaining to the current threat environment experienced within the high school and university educational environment. Emma has a keen interest in developmental and educational psychology and is currently mentoring students at Loyola University. Emma plans to pursue post-graduate work in the field of Psychology.
Student safety, physical security, and threat mitigation are cornerstones to Emma’s current role with Loyola University as a Resident Assistant for a large residence hall on Loyola University’s Lakeview campus. In partnership with Campus Security and the Office of Residential Life, Resident Assistants are key partners and on the front line in maintaining a safe and secure environment for students who live on campus, for many their first extended time away from home.
As an Intern with Threat Assessment Executives, Emma focuses on strategic planning, behavioral assessments, administrative support, spreadsheet construction, word processing, and creating marketing and publication materials. Originally from rural America and now studying in Chicago, Emma draws on her experience in both rural and urban educational settings and has a unique perspective regarding both their advantages and liabilities.
Jason Menclewicz is an active law enforcement officer with 27 years of experience and has served in multiple roles specializing in the overall safety and security within the educational environment. Jason has been instrumental in providing rapid response training to both police officers and school staff for the past 19 years. Jason is an Active Threat Instructor and routinely analyzes current critical incidents and use of force incidents both in and outside of the educational environment.
With his expertise as a Rescue Task Force and A.L.I.C.E. Instructor, Jason has the ability to view critical incidents from both the law enforcement perspective as well as the perspective of the educator. Under 105 ILCS 128 – the School Safety Drill Act, Jason has presided over numerous school lockdown drills and has evaluated the preparedness of school personnel and students.
In addition to reviewing the effectiveness of crisis response plans, Jason has presented active shooter preparedness training programs to school districts and has analyzed crisis response plans for effectiveness, with the goal of enhancing the safety and security of the students, staff, and responding emergency personnel.
Jason stays abreast of legal issues surrounding active shooter planning and has written policy for police and routinely trains police officers in responding to critical incidents.
Jason holds a Bachelor’s degree in Criminal Justice, a Master’s degree in Public Administration and is a graduate of the Northwestern University School of Police Staff and Command.
Kevin Rapacz is an active member of the law enforcement community which has encompassed the last twenty- six years. Kevin is has spent eighteen years working in various roles in the investigation division and tactical divisions. Over half of his time has been spent as the departments training director and head of internal affairs. Kevin is also currently a supervisor for the South Suburban Major Crimes Task Force which is one of the busiest and most successful task forces in the nation.
Kevin earned a bachelor’s degree in Public Safety Management and a master’s degree in Public Safety Administration both from Calumet College of St. Joseph. Kevin has experience in completing threat assessment and making recommendations for educational environments, public/private venues as well as large/small commercial businesses.
Kevin has assisted with developing his departments overall emergency response protocol for school-based incidents Kevin holds multiple law enforcement certifications which include rapid response and active shooter training. Kevin has managed several school welfare incidents to include death on school grounds and staff misconduct allegations. He currently oversees and collaborates with the school resource officers and school officials to ensure the safety and well being of students and staff.
Kevin continues to stay abreast of current trends and active threat matrix which continue to threaten our communities and our educational environment. Kevin brings to Threat Assessment Executives extensive knowledge of law enforcements experience to ensure that our schools remain a safe and secure environment for some of our most vulnerable resources, our children.
